If by "achievement" you mean "actually doing work" that is a "yes." If by assessment, you mean monitoring and providing feedback upon actual work: yes.
Tens of thousands of qualified and engaged teachers do this at all times, at all levels of education. Learning, as any qualified and experienced educator will advise, involves combining prior experience and the student's innate nature and gifts with activities and actions that provide new information and offer the opportunity for practice and a synthesis of what came before, with what is new. The synthesis is the learning. You correctly identify students from Europe who participated in actual learning.
I honestly no longer care, and this may well come as a shock to you but I don't sense from you that you have the first clue about how to motivate a real student or what their learning and achievement would look like or be.
