Hello London - this may well happen somewhere in the world, and will always happen to some extent or degree. However, my husband and I are Hurricane Ian survivors. Our community was in the north eye wall of this Cat 5 storm that was falsely categorized as Cat 4 to save insurance companies' some money - they have to waive deductibles at Cat 5 ... anyway our community was without water and power for 10-14 days (depending on location), without cell service for 3-4 weeks, and we had only our own food for the first several days. This happened over 1 year ago and our area has recovered because we received mostly wind - to our south, Fort Myers Beach was completely destroyed. Over 110 people died, I believe. No one looted anything and there are very wealthy homes near us with absent occupants. Everyone shared food, and everyone helped each other. That is SW Florida, October 2022. You may see looting in Acapulco which recently experienced such a storm. That's not my experience with most Mexican people. I believe these were desperate people totally unprepared for the disaster that occurred very suddenly. Our area knows hurricanes can be bad and there have been decades of planning and attempts to mitigate.
