FYI, I was the development officer for the first, last, and only Green special needs housing development in Los Angeles County. It was completed in 2011 and despite being a tax credit project that used many different forms of public funding, it is now apparently privately owned, fair market rent, less than 12 years later. These two articles below have been boosted and featured on Medium.
When you have more $ than any public official, it's easy to accomplish these "goals." While working on another project, I saw that there were essentially 6 individuals who own most of the rental housing in S. Los Angeles, an area of over 260K residents. It's all "their fault" that many are now in the situation Peter describes, just like the homeless camp outside Apple HQ.
To my knowledge none of these six owners has ever been featured in any news at all. Another name for them would be "slumlords" and now their counterparts are buying up everything else and putting the legit decent builders out of business. What a bright future we have!
